| Administrative and Planning Framework for Regionalized Development |

This paper is the seventh in a series that addresses particular aspects of the approach to regional development policy and planning in Mongolia. The topics chosen follow particular concerns that have been identified in other work undertaken under TA 3948: Capacity Building for Integrated Regional Development Planning. Some topics also arise from particular matters or requests raised by Government officials. The papers are concise and designed to inform policy debate in Government and amongst other stakeholders, particularly the international development agencies, or to assist the Government or its agents in strengthening regional development and policy capacity. Most papers also contain specific recommendations that are based on the discussion contained in the paper. All papers are based on a fundamental question: is it in the best interests of Mongolia and its people; that is, will there be a net social and/or economic benefit associated with the strategy or proposal under consideration? This also includes consideration, where appropriate, of whether there is a better way to address the matter under consideration. |
