The Asian Development Bank (ADB) has been the major partner of the Government of Mongolia in reforming the health sector through the Health Sector Development Program (HSDP). Over the last 5 years, the Government and Ministry of Health (MOH) have made great progress in replacing the inefficient hospitalbased system, which is biased toward curative care, with a system based on primary health care (PHC) and preventive services. In particular, the concept of family medicine has been introduced and a network of family group practices (FGPs) established. However, much remains to be done to embed the changes and deepen their impact; further efforts to improve the quality of FGPs and rationalize hospital facilities and overstaffing are essential. |
