The growing incidence of poverty is of great concern to the society in general, especially in light of a rise in the number of vulnerable groups, including street children, low-income female headed households/women, herders residing in remote areas and urba poor. This presents a daunting challenge for the state as well as civil society organizations, in terms of raising legal literacy of ordinary citizens.
