N. Luvsanjav: There is only one way legally to ensure stable functioning of State (January 19, 2005 )

Parliament Secretariat Secretary General N. Luvsanjav gave an explanation to the political situation emerged while politicians differently interpret the given situation.21.1 of Law on Parliament clearly states how to proceed with forming a party or coalition Parliament group after General Election. The law provision regulates forming a group at the beginning stage of forming th new Parliament but not during the process of dissolving an once existing coalition. 21.3 0f the same law provides on how members of a group to join another group. In this context there is only one group in the Parliament, namely, the MPRP group. It is open for all memebers of Parliament to jointhis group, he said. This was the only way legally to ensure stable functioning of the State.

The law does not regulate building a Parliament anew. Some members of the Parliament were elected from an election coalition as regulated by 19.2 of the same law. N’ Luvsanjav called the ex-coalition members as lose members but not independent ones and said that MPs are entitled to change the law fitting the given situation.
